My Department is developing proposals for an appropriate regulatory framework, including legislation, in respect of Assisted Human Reproduction. The work involves, among other things, examining the approaches to regulation in other jurisdictions and considering the ethical and legal issues that arise. It will also take into account any report by the Joint Oireachtas Committee on Health and Children in response to the referral to it in 2005 of the Report of the Commission on Assisted Human Reproduction and the forthcoming judgment of the Supreme Court in the RvR (frozen embryos) case.

The work that the Department of Health and Children is undertaking is intended to result in policy proposals for a legal framework for this area. This work involves exploring and examining areas such as:

legal parentage;

access to treatment services;

certain practices on gametes and in vitro embryos;

donations of sperm, ova and embryos;

arrangements for consent; and

many other areas that are impacted by this wide and complex area.

The development and use of Assisted Human Reproduction technologies raises legal, social and ethical issues that are complex and profound.

Question 138: To ask the Minister for Health and Children if a derogation from the moratorium on staff recruitment will be applied in order that commitments given in the context of reconfiguration in the north east and in the mid-west can be fulfilled; and if she will make a statement on the matter.

In order to implement savings measures on public service numbers, the Government introduced a moratorium on recruitment, promotion, or payment of an allowance for the performance of duties at a higher grade with effect from 27 March 2009 to end 2010. A HSE circular has issued which gives effect to the Government decision in the public health services and other specific aspects of the employment control framework for the health services.

The HSE will be focusing on the scope that exists within the health services for reorganising and restructuring of work in order to minimise the impact on essential service delivery. The redeployment and reassignment of existing staff will also support the reorientation of care from hospitals to the community and to facilitate the development of integrated care. It is seeking a high level of flexibility from staff and unions to achieve this. The Government decision has been modulated to ensure that key services are maintained insofar as possible in the health services, particularly in respect of children at risk, older people and persons with a disability.

In addition, the employment control framework specifically exempts certain front line grades in the health sector from the moratorium and it allows for a growth in the number of those posts within the overall approved employment ceiling (111,800) for the health sector. The framework also includes provision for the creation of 225 new development posts this year for cancer, mental health and disability services. In addition, special provisions apply in relation to certain specialist grades under the National Cancer Control Programme. The focus on these key grades is in line with existing Government policy on the prioritisation of certain development areas, for which significant funding has already been provided. The overall result will be to assist in the reorientation of health employment to services delivered in primary and community care.

The operation of the framework, including the moratorium on recruitment, is kept under review by my Department, in consultation with the Department of Finance and the Health Service Executive.

Had a demonstration in Dublin to-day against the proposal to set up the Toxic Bank NAMA



They were supported by a wide range of concerned citizens!

This demonstration was called a very short notice and was organized over the internet via Face book, Blogs, and social networks .The ordinary people are getting more and more sophisticated in their use of the internet and more people have now independent tools to get the word out .this is not the 1970’s or the 1980’s where the ordinary people were left with only one option, that was to suffer in silence or emigrate for good, and leave the corrupt politicians rule the country

Not this time! Groups like Irish peoples union are springing up all over the country and I believe we are seeing the start of a people’s movement that will eventually shake up Irish politics for good

I attended to-days march to give my support to this movement; I am passionately against the whole concept of NAMA and I believe that this is the greatest challenge to the Irish Independence since the foundation of the Irish republic

I believe this is an attempt by the government to off lode all of the toxic debts of their buddies in the Banks and the Building Industry on to the backs of the Irish people and subsequently financially enslave this generation and the next.

We owe it to our children to fight this and any other attempt to take away our livelihoods and our financial independence

The corrupt politicians and criminals in the Banks must be brought to account!

How to win a referendum:

Scaremongering but who’s doing it?

Finance Minister Brian Lenihan also warned yesterday that if Irish voters snubbed the treaty the result would “shatter international confidence” and lead to continued scarcity of funding and increased borrowing costs.(Looking for a yes vote)

A NO vote in the upcoming Lisbon Treaty referendum would represent a “spiritual withdrawal”, from Europe, Minister for Finance Brian Lenihan has warned. (Looking for a Yes vote)

A Yes vote in the referendum would earn Ireland the continued goodwill and support of the EU in tackling the banking crisis, he added.

Mr Gormley “It would be entirely counterproductive to vote “The whole emphasis in terms of the European recovery is a green recovery [which can provide] jobs, jobs, jobs.” Echoing the sentiments of other pro-Lisbon political leaders, “It would be a huge mistake to focus on national issues when this is a campaign to get us out of recession,” he said. (Looking for a yes vote)

How to win a referendum:

1. On top of high VRT, introduce a Green (Party) carbon tax, and just to be on the safe side, impose a €200 a year work parking tax, just for daring to have a job!

2. Make the citizens vote a second time, even though they said No – but make sure you don’t change the wording.

3. Have on the Yes side a millionaire car salesman, like Bill Cullen, who opposed changes to the infamous VRT, and is the biggest over priced merchant for  the Renault spear parts in the country(Nice one Bill!)


4 . Have Ryanair on the Government side, who are best known for their F-Service , saying there are a millions reasons to vote Yes (excluding taxes and charges), and (Baggage charges Now approaching 100 euro per bag) then have the same Government introduce a €10 travel tax, contrary to EU law of freedom of movement between member-states.

5 . In case the European Central Bank doesn’t hype up mortgage rates any time soon, re-introduce water rates and a property tax on every family home in Ireland, while at the same time making taxpayers bail out the bankers and the builders.

6 . Make sure Brian Cowen leads the Yes campaign.

7 . Have crooks running FAS

8 . Have people like John O’Donoghue become Ceann Comhairle in the Dail

9 . Create Toxic Banks to help your buddies in the Banks and the Building


10 . Keep corrupt Politicians in places of power

11 .TAX the Sh*** out of the ordinary people

12 Tell them you are going to crucify them in the coming December Budget

13. Make a complete mess of the Economy, and blame it on the ordinary people

For having paid extortion prices for their own homes

14. Put a Tax on those homes, let say 1000 Euro on average for every home in

15 .when you hold a referendum keep going back to the people until you get the right result (the one you want)

17. Allow these same Banks (Now with Government appointed Directors) to

Overcharge their own customers, and then, clam that it was a computer error when found out.

18. Allow dodgy Building Developers stroll into the courts of the land and present fantasy valuations as a means to dance around The Supreme Court rulings

When 80 families are turned out, and lose their overpriced homes every week, sold to them by these developers in the first place

19 . Make it blatantly obvious, that there is one law for the rich, and another law for the poor in this country

20. Tell everyone that NAMA is the only game in town and we the people must pay the gambling debts of the super rich of the country.

John Hopkins Update




Cancer Update from Johns Hopkins:

1. Every person has cancer cells in the body. These cancer cells do

not show up in the standard tests until they have multiplied to a few

billion.. When doctors tell cancer patients that there are no more

cancer cells in their bodies after treatment, it just means the tests

are unable to detect the cancer cells because they have not reached

the detectable size.

2. Cancer cells occur between 6 to more than 10 times in a person’s lifetime.

3 When the person’s immune system is strong the cancer cells will be

destroyed and prevented from multiplying and forming tumors.

4. When a person has cancer it indicates the person has multiple

nutritional deficiencies. These could be due to genetic,

environmental, food and lifestyle factors.

5. To overcome the multiple nutritional deficiencies, changing diet

and including supplements will strengthen the immune system.

6. Chemotherapy involves poisoning the rapidly-growing cancer cells

and also destroys rapidly-growing healthy cells in the bone marrow,

gastrointestinal tract etc, and can cause organ damage, like liver,

kidneys, heart, lungs etc.

7. Radiation while destroying cancer cells also burns, scars and

damages healthy cells, tissues and organs.

8. Initial treatment with chemotherapy and radiation will often reduce

tumor size. However prolonged use of chemotherapy and radiation do not

result in more tumor destruction.

9. When the body has too much toxic burden from chemotherapy and

radiation the immune system is either compromised or destroyed, hence

the person can succumb to various kinds of infections and


10. Chemotherapy and radiation can cause cancer cells to mutate and

become resistant and difficult to destroy. Surgery can also cause

cancer cells to spread to other sites.

11. An effective way to battle cancer is to starve the cancer cells by

not feeding it with the foods it needs to multiply.


a. Sugar is a cancer-feeder. By cutting off sugar it cuts off one

important food supply to the cancer cells. Sugar substitutes like

NutraSweet, Equal, Spoonful, etc are made with Aspartame and it is

harmful. A better natural substitute would be Manuka honey or

molasses, but only in very small amounts. Table salt has a chemical

added to make it white in color. Better alternative is Bragg’s aminos

or sea salt.

b. Milk causes the body to produce mucus, especially in the

gastro-intestinal tract. Cancer feeds on mucus. By cutting off milk

and substituting with unsweetened soy milk cancer cells are being


c. Cancer cells thrive in an acid environment. A meat-based diet is

acidic and it is best to eat fish, and a little chicken rather than

beef or pork. Meat also contains livestock antibiotics, growth

hormones and parasites, which are all harmful, especially to people

with cancer.

d. A diet made of 80% fresh vegetables and juice, whole grains, seeds,

nuts and a little fruits help put the body into an alkaline

environment. About 20% can be from cooked food including beans. Fresh

vegetable juices provide live enzymes that are easily absorbed and

reach down to cellular levels within 15 minutes to nourish and enhance

growth of healthy cells. To obtain live enzymes for building healthy

cells try and drink fresh vegetable juice (most vegetables including

bean sprouts) and eat some raw vegetables 2 or 3 times a day. Enzymes

are destroyed at temperatures of 104 degrees F (40 degrees C).

e. Avoid coffee, tea, and chocolate, which have high caffeine. Green

tea is a better alternative and has cancer fighting properties.

Water-best to drink purified water, or filtered, to avoid known toxins

and heavy metals in tap water. Distilled water is acidic, avoid it.

12. Meat protein is difficult to digest and requires a lot of

digestive enzymes. Undigested meat remaining in the intestines becomes

putrefied and leads to more toxic buildup.

13. Cancer cell walls have a tough protein covering. By refraining

from or eating less meat it frees more enzymes to attack the protein

walls of cancer cells and allows the body’s killer cells to destroy

the cancer cells.

14. Some supplements build up the immune system (IP6, Flor-ssence,

Essiac, anti-oxidants, vitamins, minerals, EFAs etc.) to enable the

bodies own killer cells to destroy cancer cells. Other supplements

like vitamin E are known to cause apoptosis, or programmed cell death,

the body’s normal method of disposing of damaged, unwanted, or

unneeded cells.

15. Cancer is a disease of the mind, body, and spirit. A proactive and

positive spirit will help the cancer warrior be a survivor.. Anger,

un-forgiveness and bitterness put the body into a stressful and acidic

environment. Learn to have a loving and forgiving spirit. Learn to

relax and enjoy life.

16. Cancer cells cannot thrive in an oxygenated environment.

Exercising daily, and deep breathing help to get more oxygen down to

the cellular level. Oxygen therapy is another means employed to

destroy cancer cells.

1. No plastic containers in micro.

2. No water bottles in freezer.

3. No plastic wrap in microwave.

Johns Hopkins has recently sent this out in its newsletters. This

information is being circulated at Walter Reed Army Medical Center as

well. Dioxin chemicals cause cancer, especially breast cancer. Dioxins

are highly poisonous to the cells of our bodies. Don’t freeze your

plastic bottles with water in them as this releases dioxins from the

plastic. Recently, Dr. Edward Fujimoto, Wellness Program Manager at

Cast le Hospital, was on a TV program to explain this health hazard.

He talked about dioxins and how bad they are for us. He said that we

should not be heating our food in the microwave using plastic

containers. This especially applies to foods that contain fat.. He

said that the combination of fat, high heat, and plastics releases

dioxin into the food and ultimately into the cells of the body.

Instead, he recommends using glass, such as Corning Ware, Pyrex or

ceramic containers for heating food You get the same results, only

without the dioxin. So such things as TV dinners, instant ramen and

soups, etc., should be removed from the container and heated in

something else. Pa per isn’t bad but you don’t know what is in the

paper. It’s just safer to use tempered glass, Corning Ware, etc. He

reminded us that a while ago some of the fast food restaurants moved

away from the foam containers to paper. The dioxin problem is one of

the reasons.

Also, he pointed out that plastic wrap, such as Saran, is just as

dangerous when placed over foods to be cooked in the microwave. As the

food is nuked, the high heat causes poisonous toxins to actually melt

out of the plastic wrap and drip into the food. Cover food with a

paper towel instead.

Sligo General Hospital cuts

Fianna Fáil Sligo-North Leitrim TDs Jimmy Devins and Eamon Scanlon have resigned the party whip over their opposition to cuts in breast cancer services at Sligo General Hospital, at least this is what we are told in the papers but don’t hold you breath because if you look carefully you will see that the boys are not ruling out supporting the government on all other matters

We have 2 local lads feeling the heat of local opposition to the stated HSE cuts for their region now for the last 2years

Why has it taken until now for the boys to open their mouths and take action, well the local hospital action group are getting some real support now from the local community and the prospect of new independent candidates popping up is causing the boys, to be seen to be doing something to stop local hospital services being taken away .

These two local opportunists are helping the most incompetent government stay in power

And I hope the people in Sligo  give then a right trouncing in the next election

H1N1 (The swine flu)


In the last few months I have become confused about this swine flu

At first we were told that it was a deadly virus and was already killing a lot of people in Mexico

Then there was a lull in information and then it was in the US,

Still the way they were reporting this was something that was quite nasty and you could die from it

So best avoid it.

There was talk of taking action at the major airports to try and contain it by putting in infrared cameras and I remember seeing such cameras on sky News showing people with a temperature arriving at some airport in the Far East being quizzed as they arrived by local officials

Then there were 3-5 cases in the England and a group of people were detained at some hotel somewhere in the East again I think I might have being China, because of the suspicion that they might have this Swine Flu

So how do we get from a few cases in England to what the British Government are predicting?

World Health Organization head Margaret Chan added that the holding of this meeting in Cancun showed confidence in Mexico, which has been hard hit by the swine flu

As the summit opened, the UK alone was projecting more than 100,000 new cases of H1N1 a day by the end of the summer.


Now where did that come from?

Have the English suddenly decided that they no longer want to stamp this out, and let their population just get infected with this flu ,and treat it with a new vaccine and at what cost

Why even go the expense of getting a vaccine when The WHO says most H1N1 cases are mild, with many people recovering unaided

Now when you look at what the Irish government are supposed to be doing about this pandemic

Things become more confused! They don’t seem to be too concerned especially when the English are expecting 100.000 cases a day by the end of the summer!

If the same was to occur here in Ireland it would be disastrous for the already weak economy, not to mention the collapse of the Health services

Somebody is not telling the truth!

Time to get real!


Looking at the ESRI Quarterly Economic Commentary, summer 2009

I notice that they are predicting unemployment to top 12.6% and then next year they are predicting a top of 16%

Given that this body has never got its figures right I suspect that they are just guessing!

Example from March when the unemployment total was only 300K at the beginning of July we have according to government figures 411K

So an average of 30K added every month!

They are calming that this acceleration is slowing down, and this is where they believe

We will see a top of 11.6% at the end of this year!

BUT wait a minute!

Since most of our economy is based on consumer spending we have a lot more pain ahead of us along with all the new taxes on the way 

these figures cannot be believed.

We in my own family have cut down on the VHI ,the phone the use of the car the take- a -ways even the Sunday news papers .

I am painting the house by and by myself I would say we are cutting about 50% out of discretionary spending.
Now extrapolate that to every family in the country and you start to get the picture!

We will see a rise of the unemployment figure at the end of the year to 550-590K

By the end of 2010 we will see at least 768.000 unemployed in this country and that is not counting the ca.50, 000. New young students and graduates that emerge from the third level collages every year

The government are also doing what most other governments are doing with the real figures and that is messaging them.

For example if you are or have being a self employed person and then register to go on to the dole, you do not show up on the live register, not for a year, then there are the people who are on the various trade courses and then there are the thousands in the community work programs that take anywhere from 2 weeks to 37 weeks

With the building industry destroyed, and nursing a disastrous oversupply in the housing stock

The same in the commercial building sector

The collapse of the financial services industry

Some Banks will have to go under (More on that topic soon) more job losses!

The disastrous tourist year to-date -30% and an oversupply of hotels all over the country (More Job Losses)

The need to slash jobs in the civil services

(We can’t afford to keep paying the overinflated numbers for such a small country)

Approximately 35 % of total civil services numbers will have to go I suspect (100.00 Jobs)

And the rest that are lucky to retain their jobs will have to nurse a 30 % shave off their salaries

And perks and come back down to earth and live amongst us humble citizens again!

The already announced cuts in Education and more on the way

This is what to expect if the IMF are called in

Now for the big question

Where are 760.000 new jobs going to come from in the next 5 years???

Plus where are all the newly qualified students going to find work

Ask all the politicians that will be coming to your door soon

Do you believe that the ruling elite that got us into this mess should be forgiven and lead us as a country into the next 5 years

If so what message does that send out to all future political chasers?

Earlier in the year some minsters were saying that most of the immigrant workers were expected to go back to their countries, this was the spin around Christmas last

Well look at this graph from the ESRI and you will see that it tells a different story!

The most of them are clearly staying here!

So we might see even bigger numbers on the dole queues

The Government needs to be saving something in the order of 20 Billion and not pussy footing around with 3-5 billion. The longer they do this the more pain we will have to endure as a nation and the closer we might be coming to open revolt!

Stop bailing out international investors to the tune of Billions they took risks and they were paid handsomely for their risk .The Americans did not bail out the international investors of Laymen Brothers nether should we bail out the 10 golden circle investors of Anglo Irish Bank and the other high risk takers who played poker with our national wealth!

We must cut the civil service numbers by 30 %b at least and give the rest a minimum of 30 % hair cut!

We must immediately inject 4 billions into a stimulus for retraining re-education our work force population

Cut the Dail numbers to 50 slash pensions of former TD’s Minsters, Judges Teachers and any other Civil Servant earning a pension over the national industrial wage

Working for the public should not in turn make you better off financially than the people who you are supposed to be working for!

Full Stop! It’s time to get real

Bring the culprits that have engaged in corruption to justice and this means CAB taking everything away from them starting with the criminals in the dail and in the civil service and in the financial institutions
